UN Chief Urges Israel to Reverse NGO Ban in Gaza and West Bank
United Nations Secretary-General António Guterres has urged Israel to reverse its restrictions on non-governmental organizations operating in Gaza and the West Bank, warning that the measures could seriously hinder humanitarian assistance and worsen conditions for civilians already facing severe hardship.
Speaking through a UN spokesperson, Guterres said the ban risks limiting the ability of international and local aid groups to deliver essential services, including food, medical care, water, and shelter. He stressed that humanitarian organizations must be allowed to operate independently and in line with international humanitarian law.
Israel has defended the policy, citing security concerns and alleging that some aid groups have links to militant organizations. Israeli officials say the restrictions are aimed at preventing the misuse of humanitarian channels, a claim strongly rejected by most international NGOs, which insist they follow strict neutrality and oversight standards.
The UN warned that Gaza’s population, in particular, is heavily dependent on external aid, with infrastructure damage and supply shortages leaving many residents vulnerable. Any disruption to aid operations, UN officials said, could have immediate and potentially life-threatening consequences for civilians.
Several international governments and humanitarian agencies have echoed the UN’s concerns, calling on Israel to clarify the scope of the ban and ensure that legitimate aid activities are not obstructed. Diplomats say the issue has been raised in ongoing discussions, as pressure grows to balance security needs with humanitarian access.
In the West Bank, aid groups fear the restrictions could also affect development and health programs that support vulnerable communities. Human rights organizations argue that limiting NGO activity may deepen tensions and further destabilize an already fragile situation.
The UN secretary-general reiterated that humanitarian principles require impartial access to populations in need and urged all parties to avoid actions that could escalate suffering. As diplomatic efforts continue, the future of aid operations in Gaza and the West Bank remains uncertain, with relief agencies warning that delays or closures could quickly worsen the humanitarian crisis.
